The International Academy of Linguistic Law, the IALL, an international multidisciplinary organization established in September 1984 by 100 founding members, brings together jurists, linguists, social scientists and all those worldwide who are interested, scientifically or professionnally, in issues pertaining to law and language, especially to comparative language law, whether from an academic or professional perspective. The expression "comparative linguistic law" refers to the different legal and linguistic norms pertinent to the law of language, the language of law and the linguistic rights as fundamental rights. Either alone or in collaboration with other organizations, the Academy organizes every two years a great International Conference on Law and Language, which takes also place as the General Assembly of the members. The decisions of the Academy are taken on a consensus basis. The working languages of the Academy are English, French, the language (s) of the country or of the region where the international conferences take place and any other language proposed by the majority of the participants in the conferences. The Academy promotes pertinent linguistic and legal research, publications of scientific interest, appropriate academic and professional activities (lectures, seminars, courses and conferences). The Academy gives also legal and linguistic consultations to all concerned persons and organizations. ________________________ The Academy includes at present
more than 500 members from all over the world. One becomes member of
the Academy by cooptation, on recommendation of the Secretary-General
and of at least ten members of the Academy (three for the authors of
scientific communications presented at one of the international conferences
of the organism and accepted by the Scientific Committee of the Academy).
The First International Conference ("Law and Language") was held in Montreal, Canada, at the Quebec University in Montreal, in April 1988. The Proceedings were published in 1989 ("Langue et Droit -Language and Law", Wilson et Lafleur, Montreal, l989). The Second International
Conference ("Law and Language in Multilingual Settings")
was held in Hong Kong, at the City Polytechnic University, on February
1990. A selection of papers presented at the Conference was published
in 1994 ("Language and Law in Asia", I.A.L.L., Brussel, 1994). In 1993, The International Academy has published "Langues(s) et Identité" (A.I.D.L., Bruxelles-Rennes, 1993). The Fourth International Conference ("Law and Language(s) of Teaching") was held in Fribourg, at the University of Fribourg, Switzerland, in September 1994. The Proceedings were published in 2001 ("Droit et langues d'enseignement - Law and Languages of Education", Institut du Fédéralisme de Fribourg, Helbing & Lichtenhahn, Basel, Geneva, Munich). The Fifht International Conference ("Law, Language and Autochtony") was held in Havana, Cuba, at the CTTE-Capitolio Nacional Capitol, in April 1996. The Proceedings are available on C.D. at the Cuban Section of the Academy. The Sixth International Conference ("Law, Language and Multilingual Cities") was held at the Vaasa and Åbo Akademi Universities, in Vaasa-Vasa, Finland, in September 1998. The Proceedins were published in 1999 ("Multilingual Cities and Language Policies - Villes Plurilingues et Politiques Linguistiques", Åbo Akademy University, Vaasa-Vasa, 1999). In October, 1999, The Academy was among the organizing institutions of the International Conference of Pretoria (South Africa) on "Multilingual Cities and Towns in South Africa - Challenges and Prospects". The First Version of the Summaries were published at the beginning of the year 2000. The Seventh International Conference ("Law and Language - Language of the People and Language of the State") was held in June of the year 2000 in San Juan, Puerto Rico, in cooperation with the Ateneo Puertorriqueno and the national universities of the Island. The Eighth International Conference ("Law and Language: The theory and the practise of linguistic policies") will be held in May 2002 in Iasi, Romania, in cooperation with the "Mihail Kogalniceanu" University. OBJECTIFS ET ACTIVITÉS DE L'ACADÉMIE L 'Académie
internationale de droit linguistique, l'AIDL, organisme international
multidisciplinaire créé en septembre l984 par cent membres
fondateurs, regroupe des juristes, des linguistes, des spécialistes
en sciences sociales et toute autre personne qui, de par le monde, s'intéressent,
scientifiquement ou professionnellement, aux phénomènes
et aux problèmes relatifs au droit et à la langue, et
plus particulièrement au droit linguistique comparé. L'expression
"droit linguistique comparé" comprend les différentes
normes juridiques et linguistiques relatives au droit de la langue,
à la langue du droit et au droit à la langue (ou droits
linguistiques) en tant que droit fondamental. ________________________ L 'Académie compte actuellement plus de 500 membres provenant de toutes les parties du monde. On devient membre de l'Académie par cooptation, sur recommandation du Secrétaire général et d'au moins dix membres de l'Académie (trois pour les auteurs de communications scientifiques présentées à l'une des conférences internationales de l'organisme et acceptées par le Comité scientifique de l'Académie). Les membres résidant dans un pays ou dans une région peuvent créer des sections nationales ou régionales. Les sections sont reconnues dans la mesure où elles respectent les buts de l'Académie et les directives du siège social. Chaque section comprend au moins 25 membres. Une section se réunit et fait rapport au siège social au moins une fois par année.
La Première Conférence internationale («Droit et Langue») a eu lieu à Montréal, au Canada, à l'Université du Québec à Montréal, en avril 1988. Les Actes on été publiés en 1989 («Langue et Droit - Language and Law», Wilson et Lafleur, Montréal, 1989). La Deuxième
Conférence internationale («Droit et Langue en Milieu Multilingue»)
a eu lieu à Hong Kong, à l'Université City Polytechnic,
en février 1990. Une sélection de communications présentées
à la Conférence a été publiée en

La Sixième Conférence internationale («Droit, Langue et Villes Plurilingues») a eu lieu aux universités de Vaasa et Åbo Akademi, à Vaasa-Vasa, en Finlande, en septembre 1998. Les Actes ont été publiés en 1999 («Multilingual Cities and Language policies - Villes Plurilingues et Politiques Linguistiques», Åbo Akademi University, Vasa-Vaasa, 1999). En octobre 1999, l'Académie a été parmi les institutions organisatrices de la Conférence internationale de Pretoria (Afrique du Sud) sur «Les Villes et les Cités Multilingues de l'Afrique du Sud - Défis et Perspectives». La première version des résumés des communications a été publiée au début de l'année 2000. La Septième Conférence internationale («Droit et Langue -Langue du Peuple et Langue de l'État») a eu lieu en juin de l'an 2000 à San Juan, Porto Rico, en collaboration avec l'Ateneneo Puertorriqueno et les universités nationales de l'Île. La Huitième
Conférence internationale («Droit et Langue: La théorie
et la pratique des politiques linguistiques») aura lieu en
mai 2002 à Iasi, en Roumanie, en collaboration avec l'Université

1) The organizing institutions must send in due course to the Head Office of the Academy a detailed Draft of each international event to be organized; (2) the Head Office of the Academy will present, if the case arises, counter-propositions ; (3) the Head Offcie of the Academy will send his written approval of the Draft as soon as possible ; (4) the administrative and social aspects of each international event are generally the responsibility of the concerned organizing institution; the scientific aspects of each international event are the responsibility of the Academy and of the concerned organizing institution; (5) the organizing institutions must invite one or two official representatives of the Head Office of the Academy, and meet the expenses concerning their transports and their stays; (6) if need be, the organizing institutions will have also to meet the expenses of the guest speakers; (7) the organizing institutions must send a brief report of each international event to the Head Office of the Academy within a period of six months; (8) the organizing institutions will have to publish the Proceedings of each international event within two years from the event.
(1) Les institutions organisatrices doivent présenter en temps utile au siège social de l'Académie un projet écrit détaillé de chaque événement international à organiser; (2) le siège social de l'Académie présentera, le cas échéant, des contre-propositions écrites; (3) le siège social de l'Académie enverra une approbation écrite du projet dans les meilleurs délais; (4) les aspects administratifs et sociaux relatifs à chaque événement international sont généralement de la compétence de l'institution organisatrice; les aspects scientifiques sont de la compétence conjointe de l'Académie et de l'institution organisatrice concernée; (5) les institutions devront inviter un ou deux représentants officiels du siège social de l'Académie, en assumant les coûts relatifs à leur transport et à leur séjour; (6) le cas échéant, les institutions organisatrices devront également assumer les frais des conférenciers invités; (7) les institutions organisatrices devront faire parvenir un bref rapport de chaque événement international au siège social de l'Académie dans un délai de six mois; (8) les institutions organisatrices devront publier les Actes de chaque événement international dans les deux années qui suivent l'événement.
